Clinical services 
Clinical services resumed across all five THD locations during the fiscal year with Sand Springs opening in August 2022 and Collinsville opening in June 2023.
Clinical services include Family Planning (FP), Adult Health (AH), and Sexually Transmitted Infections (STI).
Family Planning Visits: 4,674
The James O. Goodwin Health Center provided the most Family Planning visits compared to other THD locations.

5,885 Sexually Transmitted Infections (STI) visits
STI visits increased across all THD clinics compared to the previous year. 5,885 STI visits compared to 4,675 last fiscal year. The Central Regional Health Center provided 90% of all STI visits.
70 colposcopies completed through Adult Health
Adult Health Services has not fully reopened for services, but continues to offer dysplasia services for abnormal pap smear follow up. This service is crucial for uninsured/underinsured clients to access colposcopy services.

Family Planning Services

Title X Family Planning Program
The Title X Family Planning Program is the only federal program dedicated solely to the provision of family planning and related preventive health services. The goal is to assist individuals in determining the number and spacing of their children through the provision of affordable, voluntary family planning services, with priority given to persons from low-income families.
On May 25, 2023, the State of Oklahoma was notified by the Department of Health & Human Services  (HHS) that it has determined Oklahoma’s Title X program is out of compliance due to “technical inconsistencies with HHS rules, representing a conflict between federal rule and Oklahoma State law”. The immediate impact of the Title X loss were minors were no longer able to self-consent for Family Planning services and the loss of discounted pricing (i.e. 340B) for family planning medications. Despite the loss of Title X funding, Tulsa Health Department has been able to continue to provide family planning services in a modified manner:

• Minors may receive Family Planning services with parental consent;
• Minors may self-consent for services if they meet specific criteria (legally emancipated, living independently from parent/guardian, married, have children or are currently pregnant);
• Emergency grant money received from the Take Control Initiative (TCI) to purchase birth control supplies

THD continues to provide all recommended vaccines in the THD clinic sites and throughout the community. THD staff have remained adaptive to all the updated vaccines and changes in recommendations, especially for the COVID vaccine, in response to new information and study results.
As a part of THD Community Immunization Outreach services and in partnership with the Oklahoma Caring Foundation, THD has provided immunization services and information around the Tulsa area in a number of non-traditional locations: schools, community events, WIC clinics, businesses, social clubs, places of worship, congregate living programs and shelters. Community Engagement specialists regularly provide information and thousands of at-home COVID tests to partners across Tulsa.

Tuberculosis (TB) Prevention and Control
• Served over 2600 clients providing TB testing, evaluation, and treatment
• Provided preventive treatment to 357 individuals
• Provided evaluation and testing to Refugees and Immigrants to the Tulsa Area, and has served an increased number of refugee families in FY2023

Tuberculosis Incidence Rate
• Tulsa County: 1.8 per 100,000 people
• Oklahoma: 1.9 per 100,000
• National Goal: 1.3 per 100,000.
THD continues to work to meet the National TB Indicator Goals which include initiating treatment within seven days for individuals with test results showing active disease; completing treatment within 12 months; and seeing refugees within 30 days of arrival.
